Mr. Goncalvez joined the U.S. Border Patrol in 1988 and was assigned to the Tucson Sector, Naco Border Patrol Station. In 1991, Mr. Goncalvez transferred to the Legacy U.S. Customs Service and was stationed in Hidalgo , Texas . In 1995 Mr. Goncalvez became involved with the U.S.

Customs Industry Partnership Programs and was the Team Leader for Mexico in support of the Americas Counter Narcotics Smuggling Initiative (ACSI). He was also involved in developing and supporting the Land Border Carrier Initiative (LBCIP) and the Business Anti-Smuggling Coalition (BASC) programs. In 2003, Mr. Goncalvez accepted a promotion to Chief Inspector of Operations at the Tucson Field Office. As a program manager for the Tucson Field Office Mr. Goncalvez continues to support the Trade by having oversight of the Customs Trade Partnership Against Terrorism (C-TPAT), the Free and Secure Trade (FAST) and the SENTRI programs. In total, Mr. Goncalvez has 17 years of government service of which half have been in support of the Trade through the industry partnership programs.
